1. Background
The Federal Republic of Somalia has received financing from The World Bank through the
Ministry of Finance (MoF) toward the cost of the second Recurrent Cost & Reform Financing
Project (RCRFP II) that focuses on institutional reform and core systems strengthening.
The project has been designed to offer a platform for engagement and dialogue on core economic governance issues, including: (a) a strengthened fiscal and budgetary framework; (b) effective service delivery in education and health; (c) laying the foundation for inter-governmental financing framework; (d) increased transparency in budget management, salary payment and HR systems, procurement, and Public Financial Management; and (e) promoting greater public access to information.
A Public Financial Management Reform Coordination Unit (PFMRCU) has been established in
the MoF, which anchors the institutional reform and systems strengthening efforts. The
PFMRCU Secretariat is required to: (i) support the work of the RCRFP on implementation of the project Disbursement Linked Indicators (DLIs); and (ii) perform all necessary project
management activities under RCRF II In order to ensure compliance with requirements of the project Legal Agreement and the Project Operations Manual (POM), MoF intends to apply part of the proceeds of the Grant to hire an Individual Consultant to bolster the PFMRCU Secretariat in carrying out its core mandate.
2. Scope of Work and Responsibilities:
The Consultant shall do everything necessary to assist the Ministry of Finance to achieve the above-stated objective; and shall carry out all necessary tasks, including but not limited to the following:
Provide secretariat support to the RCRF Project Coordination Unit. ii. Facilitate meetings
between the Federal Government and federal member states, and within RCRF beneficiary
institutions; iii. Support in delivery of key outputs related to the benchmarks; iv. Support RCRF reporting requirements; v. Support relevant FGS agencies to meet assigned benchmarks; vi.
Serve as primary liaison for the RCRF unit in the extension of RCRF support in Education and Health Sectors;
3. Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
A Bachelor’s Degree in Economics, Financial, Business or Public Administration, Accountancy, ICT or a related discipline. A relevant postgraduate qualification will be an advantage; Minimum of 3 years of working experience; 2 years of which should be working at senior management position; Knowledge of the Somalia development agenda, Somali Development and Reconstruction Facility (SDRF) financing mechanisms (World Bank Multi-Partner Fund and UN Multi-Partner Trust Fund) and intra‐governmental processes in development programs; Report Writing and representation skills; Inter-personal skills and ability to work in teams Excellent computer skills; Written and spoken fluency in English is required.
4. Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance.

6. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment
Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017.
