1. Background
The Federal Republic of Somalia has received financing from The World Bank through the
Ministry of Finance (MoF) toward the cost of the second Recurrent Cost & Reform Financing
Project (RCRFP II) that focuses on institutional reform and core systems strengthening.
The project has been designed to offer a platform for engagement and dialogue on core economic
governance issues, including: (a) a strengthened fiscal and budgetary framework; (b) effective
service delivery in education and health; (c) laying the foundation for inter-governmental
financing framework; (d) increased transparency in budget management, salary payment and HR
systems, procurement, and Public Financial Management; and (e) promoting greater public
access to information.
A Public Financial Management Reform Coordination Unit (PFMRCU) has been established in
the Ministry of Finance, which anchors the institutional reform and systems strengthening
efforts. The Project Office Secretary is required to: i) support the day-to-day administrative and
managerial tasks of the PFMRCU on project activities, (ii) provide overall secretariat support
and perform all necessary component management activities of projects under the PFMRCU and
(iii) assist in carrying out management of component activities.
The Ministry of Finance intends to apply part of the proceeds of the Grant to hire an Individual Consultant to enhance the secretariat of the PFMRCU in carrying out its core mandate.
2. Scope of Work and Responsibilities:
The Consultant shall carry out all necessary tasks listed in the TOR, including but not limited to
the following: Provide secretariat support to the RCRF Project Coordination Unit. ii. Facilitate meetings between the Federal Government and federal member states, and other stakeholders/beneficiaries of the projects; iii. Support in delivery of key outputs related to the reform benchmarks; iv. Closely work with the TAs contracted under the PFMRCU and assist them in achieving their assigned tasks; v. Follow up with the project staff on status of progress on assigned tasks as per directed by the head of project coordination unit; vi. Follow up on periodic action points agreed
with the Bank and Regional State beneficiaries and closely monitor progress and provide
facilitation as necessary.
3. Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an
interview. The minimum qualification, experience and skills should include:
A Bachelor’s Degree in Economics, Financial, Business or Public Administration, Accountancy, ICT or a related discipline. A relevant postgraduate qualification will be an advantage; Minimum of 3 years of working experience; 2 years of which should be working at senior management position; Knowledge of the Somalia development agenda, Somali Development and Reconstruction Facility (SDRF) financing mechanisms (World Bank Multi-Partner Fund and UN Multi-Partner Trust Fund) and intra‐governmental processes in development programs; Report Writing and communication skills in English and Somali; Inter-personal skills and ability to work in teams Excellent computer skills.
4. Duration:
The duration for the assignment is 12 months, renewable based on satisfactory performance.
5. The Ministry of Finance now invites eligible individual Consultants to indicate their interest

6. The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World
Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing
Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in
November 2017 and August 2018 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.
7. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
